The Chicago Police Department (CPD) engages in a pattern or practice of excessive use of force.  That is the unsurprising conclusion of a 13-month long Department of Justice (DOJ) investigation.  In addition, the DOJ found that "deficiencies in CPD's training, supervision, accountability, and other systems have contributed to that pattern or practice."
